    Harry S. Truman is speaking about the Russian participation at the end of World War II in Japan. He says General George C. Marshall argued that the invasion of Manchuria by the Russians would tie down Japanese troops, keeping them out of our way as we invaded Japan. So we urged the Russians to make an agreement on Manchuria, and that’s how it happened.
