BIOGRAPHICAL SKETCH

William Lockhart Clayton was born on February 7, 1880, on a cotton farm near Tupelo, Mississippi. On August 14, 1920, he married Susan Vaughan. He worked for the American Cotton company from 1896 to 1904. In 1904, he joined in forming Anderson, Clayton & Company in Oklahoma City. In 1918, he temporarily withdrew as partner in the company to become a Member of the Committee on Cotton Distribution of the War Industries Board. In 1940, he stepped down as chairman of the board of the company to serve in the Franklin D. Roosevelt administration. Between 1940 to 1944, he worked for the Reconstruction Finance Corporation, the Export-Import Bank, and the Surplus War Property Administration. From 1944 to 1946, he worked as the Assistant Secretary of State for Economic Affairs, and from 1946 to 1947 as the Under Secretary of State for Economic Affairs. In 1948, he returned to private business and was voted "Cotton’s Man of the Year." From 1949 to 1966, he served as a Trustee at Johns Hopkins University. In 1963, he worked on the National Export Expansion Program and the Limited Nuclear Test Ban Treaty. He died on February 8, 1966, in Houston, Texas.
