BIOGRAPHICAL NOTE

Samuel Walter Washington was born in Charles Town, West Virginia on September 30, 1901. He earned a bachelor’s degree from Viriginia Military Institute. He attended Oxford University as a Rhodes Scholar and earned a bachelor’s and master’s degree in jurisprudence. He taught at the Carnegie Institute of Technology from 1924-1926. Washington worked in the U.S. Foreign Service from 1926-1953. He served in Europe, Japan, Latin America, and Turkey. He was an advisor to the U.S. delegation to the 1947 UNESCO Conference in Mexico City. From 1953-1960, he was a lecturer in the Woodrow Wilson Department of Foreign Affairs at the University of Virginia. He taught at the University of Puerto Rico from 1961-1969. Washington died on April 3, 1978, in El Paso, Texas.

The papers of S. Walter Washington consist of articles, conference agendas and reports, correspondence, handwritten notes, legislation, newspaper clippings, printed materials, and speeches related to his career in the U.S. Foreign Service, as a university teacher, and as a lecturer on foreign policy. The collection is arranged in one series, a Subject File.

Many of the folders contain speeches or interviews by S. Walter Washington in addition to newspaper clippings related to the specific country or topic. The documents relate to countries in Africa, Asia, Central America, Europe, Latin America, and the Middle East.
