Copyright: Copyright in the unpublished writings of Forrest McCluney in these papers has been donated to the people of the United States. In addition, documents prepared by United States government employees in the course of their official duties are also in the public domain. Copyright interest in documents that do not fall into these two categories is presumed to remain with the creators of the documents.

The Papers of Forrest McCluney contain correspondence, printed materials, reports and photographs pertaining to his career with Radio Free Europe, the American Committee for the Liberation of the Peoples of Russia, the Department of State, and the U.S. Army. The collection consists of four series: the Radio Free Europe File, American Committee for the Liberation of the Peoples of Russia File, Subject File, and Department of State File.
The Radio Free Europe File consists of correspondence, financial records, schedules, daily calendars, memoranda, photographs, reports, printed materials, newspaper clippings and drawings related to McCluney’s work with Radio Free Europe. The materials relate to the construction and operation of transmitter stations and buildings, the Crusade for Freedom which supported Radio Free Europe, dedication ceremonies marking the first broadcast, budgets and expenses, meeting minutes, personnel, and operational and organizational plans.
The American Committee for the Liberation of the Peoples of Russia File consists of correspondence, financial records, schedules, daily calendars, memoranda, reports, printed materials, newspaper clippings and maps related to McCluney’s work with the American Committee for the Liberation of the Peoples of Russia. The materials relate to employment, personnel, purchase orders, housing, transmitters, equipment, facilities, and day-to-day operations of the Committee.
The Subject File consists of appointment calendars, correspondence, handwritten notes, memoranda, newspaper clippings, photographs, and printed materials pertaining to McCluney’s personal life, employment, and U.S. Army career, including his receiving the Legion of Merit.
The Department of State File consists of reports, financial records, correspondence, handwritten notes, memoranda, newspaper clippings, photographs and printed materials relating to his work in the Office of Research and Intelligence in the Department of State. Also included are documents related to the National Defense Executive Reserve and the Department of State Recreation Association.
The original photographs and sound recordings were transferred to the audiovisual collection, the books have been transferred to the book collection, and the maps and drawings were transferred to the map collection.
Records related to Radio Free Europe at the Truman Library include the Psychological Strategy Board Files, the Charles M. Hulten Papers, and the Charles W. Thayer Papers. Records related to the American Committee for the Liberation of the Peoples of Russia are also found in the Psychological Strategy Board Files. Records pertaining to the Office of Research and Intelligence may be found in the J. Anthony Panuch Papers and the Joseph D. Sweeney Papers.
