For two weeks each year they would bring to State Capital boys from all over the State, and would put them through political science and government course with the Departments of the State and the State Legislature. The boys would administer the State Government, elect their Governor, etc. This year each state has selected two outstanding boys and the Legion brought them to Washington, where they have spent time with the Military leaders, the Legislative leaders and the Supreme Court. They have held their own political convention, being addressed by people from both Democratic and Republican National Committees. Spent time in Senate Caucus Room, electing their officers, etc. They were given lecture at Supreme Court by Justice Burton and they organized a moot Supreme Court, etc.) | ||

| Lt. William Mason Morgenroth, USNR Captain C.H.K. Miller, USN (Captain James H. Foskett, USN) (Lt. Morgenroth brought two gifts for the President from the Chief of Car Nicobar. Gifts are model of the Nicobarese giant war canoe and an actual crossbow and arrows used by the Nicobarese for shooting pigs, monkeys, and coconuts. The Nicobarese, located in a remote island in Bay of Bengal, had never heard of the United States. An interpreter, survivor of the Japanese occupation, explained that Lt. Morgenroth was first representative of a great power beyond the seas to enter the islands, whereupon the "mah" or chief, realized that he was being honored. A rare tribal dance was performed that night by all the young women on the island, from ages of 5 to 25 and coconut juice was presented to the distinguished guest who had a special chair. The two gifts were presented on behalf of the chief, from the Assistant Commissioner of the Islands, to the President of the United States. The occasion of the officer's trip into the Nicobars and the Andamans to the north, was to make an intelligence survey for the U.S. Navy.) | ||
