The President signed S. J. Res. 77, "Providing for membership and participation by the United States in the International Refugee Organization and authorizing an appropriation therefor". The following were present at the ceremony: Honorable John H. Hilldring, Assistant Secretary of State Mr. Goldthwaite Dorr, Office of the Secretary of State (The State Department thought this ceremony would help to get the organization off to a good start. Senator Vandenberg had hoped to come but had to attend meeting Committee on Foreign Relations which will discuss Anglo-American Oil question - so could not be away. Congressman Vorys had hoped to attend but was unable to come. Congressman Vorys is Chairman of the sub-committee in the House, and did most of work in getting the Bill through.)

Honorable Joseph C. Baldwin, Former Congressman from New York (Phoned Mr. Connelly from New York last week. Is going abroad at the President's direction, for Battle Monuments Commission, to look over sites in London, Paris and Rome. He would like the President's views before leaving Europe.)
