Goodwin was Director and later Administrator of the Labor Department's Bureau of Employment Security during this time period.

The man on the far right has a name tag which indicates the event is in Tennessee and he is listed as Commissioner, TDES (Tennessee Department of Economic Security?).

View is a seated portrait of U.S. Labor Department Official Robert C. Goodwin. Some of his positions in the department included Director of the U.S. Employment Service, Director and Administrator of the Bureau of Employment Security, and Associate Manpower Administrator for Unemployment Insurance. He was also associated with the War Manpower Commission.

Labor Department Official Robert C. Goodwin Receiving Award

Labor Department official Robert C. Goodwin, at the time Associate Manpower Administrator for Unemployment Insurance (1969-1974), is shown on the left shaking hands with an unidentified man. Goodwin is being presented a Distinguished Achievement Award. According to Goodwin's appointment book he received the award in part for his work on the Unemployment Insurance bill which represented a significant advance in unemployment insurance.
